Mr. Smith has completed more than 800 reports during 30 years of conducting cultural resource studies and agency reviews. Mr. Smith has completed the U. S. General Services Administration Training Center course entitled, “Introduction to Federal Projects and Historic Preservation Law,” which dealt with the NHPA and the Section 106 process. The majority of studies completed by Mr. Smith have been for CEQA compliance.
Mr. Smith is well versed in procedures involved with Section 106 of the National Historic Preservation Act and with the National Register of Historic Places, in conjunction with projects for the U. S. Army Corps of Engineers, and the Department of Defense.
Mr. Smith is the owner of BFSA, and is responsible for all contractual issues and ultimately for the adequacy of all investigations and evaluations.
